SGA_MAX_SIZE string cannot be set to more than
MEMORY_TARGET string.

Cause:
SGA_MAX_SIZE value was more than MEMORY_TARGET value.

Action: Set SGA_MAX_SIZE to be less
than MEMORY_TARGET.
